Tony Willis and Verna LeClair were causing what traffic reporters like to refer to as "onlooker delays" (read: rubbernecking) during rush hour near a busy intersection in Oklahoma City. Authorities received a call from a woman who saw a man with his pants halfway down on top of a woman under a tree. The couple were still in the act when police arrived, with the responding officer saying Willis was "rolling off" LeClair as they approached.
